Considering she looks like she's in the middle of nowhere, this bold move easily could've gone unnoticed. But it wouldn't be Miley if she didn't share the topless photo with the world:

Perhaps Cyrus is trying to reassure her fans that she's alive, after a sleazy Internet hoax tricked many into thinking she was dead. But rest assured, she's alive and well, and clearly just bein' Miley.
